The evaluators should also be able to engage with project promotors and other stakeholders, and review documentation in Dutch. Full proficiency in English is expected. The evaluation teams consists of 2-3 evaluators/experts. The following expertise needs to be represented in the evaluation team: • A solid experience with, and expertise in cost-benefit evaluation. • A solid experience with higher education; • International development expertise: knowledge of and experience with processes of academic cooperation in a context of global development; • At least 1 member of the team has knowledge of the Flemish higher education system Preferably the team has a mix of expertise in cost-benefit analysis, and expertise in more standard development evaluations.
