Le marché a pour portée la fourniture, pour le cycle budgétaire 2021 lancé en décembre 2019, d'un modèle de service et de coût consolidé, adapté aux spécificités de la DG Informatique. L'objectif principal est de donner de la visibilité aux services de la DG Informatique, aux coûts des services et à leurs moteurs, à une distinction claire entre un service de base et un service non de base, à une informatique spécifique aux entreprises et aux politiques, et à soutenir la nouvelle approche de cofinancement.

Le lieu d'exécution principal se trouve dans les bureaux des contractants, mais les réunions, les présentations et les ateliers se dérouleront dans les locaux de la DG Informatique.

The scope of the contract is to deliver for the budget cycle 2021, launched in December 2019, a consolidated service and cost model (SCM) which is adapted to DIGIT’s specificities. Key objective is to provide visibility to DIGIT services, services’ costs and their drivers, clear distinction between a baseline and a non-baseline service, corporate and policy specific IT and support the new co-financing approach.

The main place of performance is at the contractors offices but meetings, presentations and workshops will take place on DIGIT premises.

This negotiated procedure without prior publication of a contract notice was launched in accordance with point 11.1(c) of the Annex to the financial regulation due to reasons of extreme urgency brought about by unforeseeable events beyond the contracting authority’s control. The services procured through the resulting contract, which must be adapted to Digit’s specificities, are necessary for the launch of the budget cycle which includes strict deadlines in December 2019.

Within 2 months of the notification to the plaintiff or, in absence thereof, of the day on which it came to the knowledge of the plaintiff an action for annulment could be launched. Any request made and any reply from the contracting authority, or any complaint for maladministration, will have neither the purpose nor the effect of suspending the time limit for launching an action for annulment or of opening a new period for launching an action for annulment. The body responsible for hearing annulment procedures is indicated in Section VI.4.1).
