Le contrat-cadre couvre divers services de soutien aux activités de communication numérique du pouvoir adjudicateur.

Le contrat-cadre fera l'objet de deux reconductions automatiques d'une durée de douze mois chacune, sauf si l'une des parties reçoit une notification formelle contraire au moins trois mois avant la fin de la période en cours.

Le secrétariat général du Conseil ne publie pas la valeur monétaire estimative de ses marchés (voir point II.1.5)). Le volume estimatif des services/fournitures est indiqué dans le dossier d’appel d’offres.

L'ouverture des offres aura lieu dans les locaux du Conseil de l'Union européenne. Informations sur les personnes autorisées et procédure d'ouverture: La date d'ouverture des offres pourrait être modifiée à brève échéance en cas d'événements imprévus organisés dans ou autour des locaux du secrétariat général à la date prévue d'ouverture des offres.

En cas d’indisponibilité ou d’interruptions du fonctionnement des moyens de communication électroniques indiqués à la section I.3) au cours des cinq derniers jours de calendrier précédant la date limite de réception indiquée à la section IV.2.2), le pouvoir adjudicateur se réserve le droit de prolonger ce délai et de publier l’extension à l'adresse internet indiquée à la section I.3), sans publication préalable d’un rectificatif au présent avis. Les opérateurs économiques intéressés par le présent marché sont invités à souscrire à l’appel d’offres à l’adresse indiquée à la section I.3) afin d'être informés de la publication de nouveaux renseignements ou documents.

Un recours peut être introduit auprès du Tribunal dans les deux mois à compter de la notification au requérant ou, à défaut, du jour où celui-ci en a eu connaissance. L'introduction d'une plainte auprès du Médiateur européen n'a pour effet ni la suspension de ce délai, ni l'ouverture d'un nouveau délai de recours. Compte tenu de la distance, les délais sont prolongés pour une période fixe de dix jours, quel que soit le lieu d'établissement ou de résidence habituelle de la personne concernée.

The framework contract covers a variety of services in support of the contracting authority’s digital communication activities.

The framework contract is renewed automatically two times for 12 months each, unless one of the parties receives formal notification to the contrary at least three months before the end of the ongoing duration.

The General Secretariat of the Council does not publish the estimated monetary value of its contracts (see point II.1.5). The estimated volume of services/supplies is set out in the tender documents.

The opening of tenders will take place on the premises of the Council of the European Union. Information about authorised persons and opening procedure: The opening of offers may have to be rescheduled at short notice in case of unforeseen events taking place in or around the General Secretariat's premises on the planned date for the opening of offers.

AFDELING: AANVULLENDE INLICHTINGEN

In case of unavailability or disruptions in the functioning of the electronic means of communication provided in Section I.3) in the last five calendar days before the time limit for receipt indicated in Section IV.2.2), the contracting authority reserves the right to extend this time limit and publish the extension at the Internet address provided in Section I.3), without a preceding publication of a corrigendum to this notice. Economic operators interested in this procurement are invited to subscribe to the call for tenders at the address in Section I.3) in order to get notified when new information or documents are published.

Within two months of the notification to the plaintiff, or, in absence thereof, of the day on which it came to the knowledge of the plaintiff an appeal has to be lodged with the General Court. A complaint to the European Ombudsman does not have as an effect either to suspend this period or to open a new period for lodging appeals. Time limits are extended on account of distance by a fixed period of 10 days regardless of the place of establishment or habitual residence of the person concerned.
