Les circonstances qui justifient le recours à la procédure négociée conformément au point 11.c de l’annexe 1 du règlement financier sont l’extrême urgence résultant d’événements imprévisibles échappant au contrôle du service en raison de l’escalade des troubles et de la guerre civile en Éthiopie, qui nécessitent l’acquisition d’équipements de mission à haut risque pour protéger le personnel et les biens de l’UE au sein de la délégation de l’UE en Éthiopie.

The circumstances which justify the use of the negotiated procedure under point 11.c of Annex 1 to the Financial Regulation are the extreme urgency brought about by unforeseeable events beyond the service’s control due to escalating unrest and civil war in Ethiopia, which require the purchase of high risk mission equipment to protect EU staff and assets in the EU delegation in Ethiopia.
