La DG Budget a besoin de conseils juridiques «ad hoc» supplémentaires pour la mise à jour du programme d’émission de titres de créance du service d’émission de titres de créance de l’UE.

Gunningscriteria

La présente procédure BUDG/LUX/2023/NP/0007 entraîne l’augmentation du plafond du contrat-cadre initial BUDG/LUX/2022/OP/0015 (égal à 350 000 EUR) de 175 000 EUR supplémentaires.

Le montant total du plafond du contrat-cadre BUDG/LUX/2022/OP/0015 est donc de 525 000 EUR.

Comme établi à la section 1.7 du cahier des charges de l’appel d’offres ouvert BUDG/LUX/2022/OP/0015, dans les trois (3) ans suivant la signature du contrat-cadre, le pouvoir adjudicateur peut lancer une procédure négociée au titre du point 11.1 de l’annexe 1 du règlement (UE, Euratom) 2018/1046 du Parlement européen et du Conseil du 18 juillet 2018 relatif aux règles financières applicables au budget général de l’Union afin de fournir de nouveaux services au contractant jusqu’à concurrence de 50 % du plafond initial du contrat-cadre.

Increase of the ceiling of the framework contract for legal advice concerning the European issuance service.
 Gunningscriteria 
This procedure BUDG/LUX/2023/NP/0007 entails the increase of the ceiling of the original framework contract BUDG/LUX/2022/OP/0015 (equal to EUR 350 000) by additional EUR 175 000.
The total amount of the ceiling of the framework contract BUDG/LUX/2022/OP/0015 is therefore EUR 525 000.

As established in Section 1.7 of the Tender Specifications of the open call for tenders BUDG/LUX/2022/OP/0015, within 3 years following the signature of the FWC, the Contracting Authority may launch a negotiated procedure under point 11.1.e of Annex 1 to Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union to procure new services from the Contractor up to a maximum of 50 % of the initial FWC ceiling.
