Onshore Substations in EPCIC-FIM model

In accordance with the latest Capex Plan, and the on-going energy transition, Elia intends to outsource multiple investment projects for onshore substations in Belgium that were previously realized in-house. The aim is to construct some substations in a EPCIC-FIM model. Meaning that the engineering, procurement (without noble materials/FIM), construction, installation and commissioning will be (partly) tendered in one contract.     
Only candidates that qualify in the prequalification phase of this EU procurement (see section VI.3) of this Qualification System will have access the tender phases. 
The aim is to launch the Invitation to Tender (ITT) for the first two projects, which is expected in June 2023 to the selected contractors of this prequalification phase. Would you be interested in participating for those first two specific projects, the ultimate submission date of the prequalification questionnaire (see section VI.3) is ultimately 01/04/2023 
In the tender the (EPCIC-FIM) contractors that are selected will have to adhere to, among others, the following (non exhaustive): 
The noble equipment (like transformers, GIS, protection cubicles, HV-cables)… will be ordered directly by Elia on existing frame agreements. This is to ensures maximum homogeneity of Assets on the grid.   
The bid is compliant with existing Elia technical standards. 
Key tasks (e.g. studies, electrical works, etc.) must be executed in-house or by key subcontractors to be approved by Elia. 
The complete detailed information on the bid requirements will be included in the tender documents of the specific projects  the tender documents. 
The awarding process for the EPCIC-FIM projects that fall under this qualification will be communicated in the tender phase of these specific projects.

The Applicant must request, complete and submit by the pre-qualification questionnaire (PQQ) with the most actual available data together with the requested documents. With regards to the first two projects (Baekelands and Gezelle) ultimately by 01/04/2013
The applicants must request the access to  the Ariba platform by sending an e-mail to the responsible buyer _hidden_@externel.be (see I.1.) mentioning the name of the legal entity,  address, VAT number, name + e-mail + telephone of the contact(s).
Information to access the tender on the Ariba platform will be provided by e-mail as soon as possible.
Applicants are advised to request this access as soon as possible.
Contracting entity don’t guaranty to provide the Ariba login details before closing time for candidates requesting their access to Ariba less than 48 hours before closing time.
The applicant is solely responsible for requesting the access to the tender on the Ariba platform on time.
The contracting entity declines any responsibility in the event of problems with the Ariba platform.
Any application not sent correctly via Ariba will be rejected.
