België en Luxemburg - ondersteuningsdiensten voor de organisatie van evenementen en andere communicatie- en informatieactiviteiten van het liaisonbureau

Het Europees Parlement (EP) verlangt de verlening van ondersteunende diensten voor de organisatie van communicatie- en informatieactiviteiten van de liaisonbureaus van het Europees Parlement (EPLO's). Deze opdracht betreft de activiteiten voor een gedecentraliseerde communicatie die zijn uitgevoerd door het EP in België, zowel in de hoofdstad als in de verschillende regio's. De diensten kunnen ook worden gevraagd voor grensoverschrijdende activiteiten met buurlanden.

Perceel nr.: 1

De doelstelling van de raamovereenkomst is het verlenen van ondersteuning en technische bijstand bij de organisatie van communicatie- en informatieactiviteiten van de EPLO's. De EPLO's richten zich tot belanghebbenden, media en het grote publiek die vaak een groot politiek en strategisch belang hebben en complexe logistiek vereisen. In het algemeen moet de contractant de belangrijkste functies uitvoeren:

- de organisatie van evenementen;

- de organisatie van communicatiecampagnes;

- de productie van media-inhoud, waar nodig met inbegrip van de selectie van en onderaanbesteding aan externe dienstverleners voor specifieke taken;

- andere diensten op het gebied van communicatie en informatie (vaak via derden).

Vanwege de gedecentraliseerde organisatie van de administratie van het EP ligt de operationele verantwoordelijkheid, met name de vaststelling van activiteiten en de dagelijkse contacten voor deze opdracht met de contractant, bij de EPLO's. Anderzijds worden de sluiting van specifieke contracten en de betaling van facturen behandeld door de centrale diensten van het EP die zich in Brussel bevinden.

Gunningscriteria Waarde zonder btw 650000.00 Looptijd in maanden 12 Beschrijving van verlengingen:

De initiële looptijd van de opdracht bedraagt twaalf maanden, deze is driemaal verlengbaar voor een maximale looptijd van 48 maanden.

Luxemburg - ondersteuningsdiensten voor de organisatie van evenementen en andere communicatie- en informatieactiviteiten van het liaisonbureau

The European Parliament (EP) is looking for the provision of support services for the organisation of communication and information activities of the European Parliament Liaison Offices (EPLOs). This contract concerns the activities carried out by the EP in Belgium, in the capital as well as in the different regions for a decentralised communication. The services can also be requested for cross-border activities with neighbouring countries.

The EPLOs address stakeholders, media and general public that often have high political and strategic importance and require complex logistics. In general terms, the contractor will perform the major functions:
- organisation of events;
- organisation of communication campaigns;
- production of media content, including, where necessary, with the selection and sub-contracting of third-party providers for specific tasks;
- other services in the field of communication and information (often via third parties).
Due to the decentralised organisation of the EP administration, the operational responsibility, in particular the definition of activities and daily contacts for this contract with the contractor, lie with the EPLOs. On the other hand, the conclusion of specific contracts and payment of invoices are handled by the EP’s central services, located in Brussels.
