 AFDELING: JURIDISCHE, ECONOMISCHE, FINANCIËLE EN TECHNISCHE INLICHTINGEN 
 
The candidate must have the necessary economic and financial standing to perform the contract.
1) Proof of the candidate's economic and financial standing may be furnished by one or more of the following references:
- the presentation of financial statements or extracts from the financial statements, where publication of financial statements is required under the law of the country in which the economic operator is established;
- a statement of the economic operator's overall turnover of the last 3 financial years available, depending on the date on which the undertaking was set up or the economic operator started trading.
2) The candidate must also provide evidence of relevant professional risk indemnity insurance.
Minimum level(s) of standards possibly required:
The candidate must have an average yearly turnover of at least EUR 250 000 (or via bank guarantee if ratio is insufficient). This criterion applies to the candidate as a whole, i.e. through the combined capacity of all members of the group in case of a group of economic operators.

In addition, the ratio between assets and liabilities must be above 1.0. This criterion applies to each member of the group in case of a group of economic operators.
The legal name(s) of the bank(s) that will provide the bank guarantee at first request (minimal 5 % of the total contract amount, increased at sole discretion of contracting entity if economical situation is requesting for it), as soon as the contract is awarded to applicant.
Proposed bank guarantors will only be accepted if approved by the FSMA (or by an equivalent body in one of the members states of the European Union). Applicant will be excluded if all proposed bank(s) are not accepted.
3) The relevant professional risk indemnity insurance must have a minimum coverage of EUR 250 000.
 
The candidate must have the necessary technical and professional ability to perform the contract. Proof of the candidate's ability must be furnished by the following means (in case of a joint tender, the combined capacity of all members is taken into account).
• Proven (continuing) expertise with implementation, support and consultancy within full projects the last 10 years in Europe. The candidate will give three references which concern the transport of HP gas.
• Through these references the candidate will prove he has the know-how and the experience in the following modules: risk calculation on external damages, corrosion, construction faults and handling of ILI data.
• The candidate will confirm that the technical support will be available during business hours (Monday to Friday - 7.30-18.00 CET).
• The candidate shall confirm that the software will be available in English.
• The candidate shall confirm that the proposed solution (and updates):
(a) is available today;
(b) for the duration of the agreement (see II.2.7));
(c) will be available (guarantee of continuity) during the contractual period.
• Proven release cyclus: the candidate will give a list with date of release and version.

1) Overview of documents to be provided.
A. Requests to participate: the requests to participate shall clearly mention the candidate's full name, including the company number, VAT number, full address and legal form.
B. Requested annexes to prove compliance with selection criteria as per III.1.2) and III.1.3).
C. The ESPD(s)
The candidates must fill in the European Single Procurement Document (ESPD) at the following address:

The following parts and questions of the ESPD must be answered
• Part I (Information concerning the procurement procedure and the contracting entity).
• Part II (Information concerning the economic operator).
• Part III (Exclusion grounds): please note that, under the Public Procurement Act of 17 June 2016, Fluxys Belgium is not obliged to include the mandatory or optional exclusion grounds in its tender documents. Since Fluxys Belgium has decided not to include such grounds in this contract notice, but cannot unselect these criteria, it will not evaluate this part III of the ESPD (even if completed by the Applicant).
• Part IV (Selection criteria): economic operators to complete Part IV, α, regarding the global indication for all selection criteria.
• Part VI (Concluding statements).

Where the economic operator relies on the capacities of other entities in order to prove its economic, financial, technical or professional capacity, it must also provide the ESPD and requested annexes in respect of such entities.
When filled in, PDF of the ESPD together with the request to participate and all requested annexes shall be uploaded on the
Fluxys Sourcing Invitation Platform (as specified under I.3) Communication).
Each candidate will have to request via the contact person as per I.1) access to the appropriate protected folder on this platform. New candidates to the platform will also receive their password and instructions for access.
2) From receipt of file till contracting
Fluxys Belgium may ask tenderers and candidates at any moment during the procedure to submit all or part of the supporting documents. In any event, before awarding the contract, Fluxys Belgium will require the tenderer to which it has decided to award the contract to submit up-to-date supporting documents.
The supporting documents that the tenderers and candidates must be able to provide upon request and without delay are the following:
